About Vera
Vera Institute of Justice (“Vera”) is an independent, nonpartisan, 501(c)(3) nonprofit center for justice policy and practice, with offices in New York City, Washington, DC, New Orleans, and Los Angeles. Vera’s mission is to drive change and to urgently build and improve justice systems that ensure fairness, promote safety, and strengthen communities. We work with others who share our vision to tackle the most pressing injustices of our day—from the causes and consequences of mass incarceration, racial disparities, and the loss of public trust in law enforcement, to the unmet needs of the vulnerable, the marginalized, and those harmed by crime and violence.
Purpose of Request for Qualifications
To assist with Vera’s efforts, Vera is now seeking qualified document translation service providers to work with Vera to provide:
- Translations of documents, including email correspondence, reports, PowerPoints, and other documents on trauma-informed material;
- Editable and final versions of translations
At Vera, we host a variety of webinars, virtual and in-person meetings, virtual learning communities, and training and technical assistance events about accessibility, community engagement, marginalization, violence, victimization, and other related topics. Vera is committed to ensuring access at our in person and virtual events and meetings for people with disabilities, people who are Deaf, people who speak languages other than English, and people who hold an intersectional identity.
Anticipated Scope of Work
Vera seeks language translation service providers who will work collaboratively with us to provide translated documents of materials for our variety of virtual and in-person meetings and events. We expect to need over 500 documents translated in the next 5 years. These services may be provided on an as-needed basis to Vera by agreement described in specific task orders and based on the terms set forth in a master agreement with Vera. Please note that execution of a master agreement would not guarantee any minimum amount of work. The typical request will be for documents translated to and from English and Spanish. We will require emails, documents, PowerPoints, and a variety of training curriculum to be translated within 2-3 business days.
Minimum Qualifications
Interested and qualified Vendors that meet the following minimum qualifications are invited to submit a response to this RFP. Vendors who are debarred, suspended, or otherwise excluded from or ineligible for participation in federal assistance programs or activities will not be considered.
Accuracy:
- Be at least 99% accurate
- Mirror the document’s intentional use of slang and errors;
- Have accurate capitalization and tense;
- Translation to be completed by real life, qualified translators;
- Should be cross-checked and reviewed by one or more translators to minimize errors.
Consistency and Context:
- Translations are consistent throughout the entirety of the document.
- Ideal, but not necessary: Trauma-informed translators to provide trauma-informed translations to accurately and sensitively depict the original context.
Formatting:
Formatting for all documents must be identical to the original version. The ability to duplicate documents with graphics is also imperative.
Selection Criteria
During the review process, we will focus primarily on the following criteria to evaluate responses from Vendors that meet the Minimum Qualifications:
- Human translators (not robotic or automated translations)
- Quality and accuracy of work at the company
- Qualifications and experience of company in providing document translation services
- Project plan – technical approach
- Familiarity with subject matter of underlying Vera project(s) and/or Vera’s organizational approach
- Cost/pricing estimates
- Vendor’s commitment to diversity, equity, and inclusion
- Vendor’s commitment to provide services that conserve natural resources, are energy efficient, and protect the environment.
- Adequacy, clarity, and completeness of response
- References
- Flexibility
- Availability, timing

Timeline
- Submission deadline: Accepting continual applications throughout the year.
- Submission review: Vera will be reviewing applications as they are submitted.
- Applicants notified: Applicants will be notified within three to four weeks of submission.
- Term of Engagement: two years
Terms of RFQ
Vera has the right to amend or cancel this RFP at any time. Vera reserves the right, at the time of evaluation of any Response, to request any additional information that it deems necessary. Vera further reserves the right to reject any or all Responses after evaluation, and to be the sole judge of the merits of those received. Vera will not be responsible for late or incomplete responses. Any Response which does not comply with this RFP may not be considered. Vera will not return any materials it receives, and will not reimburse applicants for any costs incurred in developing a Response. Any proprietary material submitted with the proposal that is considered confidential by the bidder must identified as such. Submission of quote does not constitute any type of binding agreement or contract. Master agreements will have a term of five years or less, as determined by Vera.
