About Vera
The Vera Institute of Justice is powered by hundreds of advocates, researchers, and activists working to transform the criminal legal and immigration systems until they’re fair for all. Founded in 1961 to advocate for alternatives to money bail in New York City, Vera is now a national organization that partners with impacted communities and government leaders for change. We develop just, antiracist solutions so that money doesn’t determine freedom; fewer people are in jails, prisons, and immigration detention; and everyone is treated with dignity. Vera’s headquarters is in Brooklyn, New York, with offices in Washington, DC, New Orleans, and Los Angeles.

Purpose of Request for Qualifications
To assist with Vera’s efforts in data management across the Institute, Vera is now seeking qualified providers (Vendors) to work with Vera to provide the consultation, installation, and joint maintenance of an Enterprise Data Warehouse software-service. Vera is seeking qualified Vendors with expertise in multiple implementations of EDW products, multiple successful deployments, with ability to advise installation for the Institute's unique environment, and partner with Vera throughout the process and beyond installation.

Anticipated Scope of Work and High Level Requirements
Services may include, but are not limited to:

* Advise and consult on development of an Enterprise Data Warehouse (EDW);
* Install and configure EDW, including:
  • Install Data Lake to store structured data and unstructured data;
  • Create front-end dashboards to serve different teams and different levels of technical proficiency;
  • Establish Data Pipeline to EDW incorporating ETL best practices;
  • Develop core data discovery reporting with documentation; and
  • Implement access management scheme with support for multiple profiles and levels of access.
* Integrate other software suites and repositories, which may include:
  • Business Intelligence Front-end Modules such as Tableau and PowerBI;
  • Software suites such as SQL, R, and Python;
  • Change control and storage such as GitHub and SharePoint;
  • Command Line interfacing; and
  • Other solutions such as S3 Bucket, Slack, Qualtrics, Dedoose, and Qlik.
* Provide support for EDW after installation, which may include:
  • Troubleshooting;
  • Create instructional documentation for end-users; and
  • Ensure system security, including coordinating with Vera's security team to complete a security review.

These services may be provided on an as-needed basis to Vera by agreement described in specific task orders and based on the terms set forth in a master agreement with Vera. Please note that execution of a master agreement would not guarantee any minimum amount of work.

Minimum Qualifications
Interested and qualified Vendors that meet the following minimum qualifications are invited to submit a response to this RFQ:

  • Multiple Successful Deployments of Enterprise Data Warehouse Products (two or more previous deployments). Products that will be considered are: Snowflake, Azure, Redshift, BigQuery.
  • Experience with at least Two of the above identified EDW Products.
  • Availability to support the Vera Institute of Justice from Pre-Deployment to Post-Deployment (End to End and Beyond)

Selection Criteria
During the review process, we will focus primarily on the following criteria to evaluate responses from Vendors that meet the Minimum Qualifications:

  • Familiarity with subject matter of underlying Vera project(s) and/or Vera’s organizational approach
  • Project plan – technical approach
  • Qualifications and Experience
  • Vendor's commitment to diversity, equity, and inclusion
  • Cost/pricing estimates (by year and duration of work)
  • Adequacy, clarity, and completeness of response
  • References and Reputation

Timeline
  • Submission deadline: February 10, 2023
  • Submission review and down-selection: March 3, 2023
  • Applicants notified: March 8, 2023
  • Applicant Full-Proposal Submission deadline: April 7, 2023
  • Term of Engagement: 1-3 Years

Terms of RFP/RFQ
Vera has the right to amend or cancel this RFP/RFQ at any time. Vera reserves the right, at the time of evaluation of any Response, to request any additional information that it deems necessary. Vera further reserves the right to reject any or all Responses after evaluation, and to be the sole judge of the merits of those received. Vera will not be responsible for late or incomplete responses. Any Response which does not comply with this RFP/RFQ may not be considered. Vera will not return any materials it receives, and will not reimburse applicants for any costs incurred in developing a Response. Master agreements will have a term of five years or less, as determined by Vera.
